Deborah Milligan

Deb’s role as Deputy Programme Manager is to support the delivery and leadership of the HRC-DDR programme. Deb collaborates with key stakeholders, industry and academic staff to maximise the impact of NIHR HRC-DRR projects and activities. She supports the communications, research inclusion, patient and public involvement and engagement (PPIE) and training strategies of the HRC.

Deb joined the team in 2025 and has a background in supporting the development and commercialisation of research across the biosciences. Deb gained her BSc at the University of Bath with pharmaceutical industry placement and completed her PhD in molecular biology at the Blizard Institute in London. She previously worked in life science innovations, as a Business Development Manager at Queen Mary University of London and as a Programme Manager at the National Centre for the Replacement, Refinement and Reduction of Animals in Research UK.
